That sounds like an MTA issue, not a Cyrus issue.
Sendmail/postfix/whatever is probably rejecting mail deliveries by
outlook because outlook isn't authenticating to the MTA.

I'd check your MTA config and make sure you have some sort of TLS/SSL
enabled there, and in Outlook.
