I've seen this happen when there wasn't an explicit kill of the Cyrus
master process as a part of the system shutdown sequence. Done the
"right way" you'll have an init script that starts/stops Cyrus as a part
of the SysV rc sequence. There lots of ways to do this but the init
script that I use can be seen at

The instructions said to use Windows 98 or better, so I installed
RedHat.
