Refuse over quota mail

Great! Time to go googling for more information on smmapd and how to 
configure it... :)

Right now I am using Local_check_rcpt in sendmail to lookup the user in 
LDAP. If I can do both, determine existance of user and quota status at 
the same time would be great. Looks lie if I replace my ldap rule with 
smmapd it'll do just that.
