Resetting timestamps on mailfolders

The seen state requires that the cyrus.header stays intact (for the unique 
identifier for the mailbox).  The rest of the flags require that 
cyrus.index stays intact.

Reconstructing will replace both of these files, though it should 
endeavour to use them if they are in good shape.
