sieve not filtering mail

I'm running 2.2.3 on FreeBSD 4.8-STABLE:
  $ find /ext/data/mail
  /ext/data/mail
  /ext/data/mail/stage.
  /ext/data/mail/.sieve
  /ext/data/mail/.sieve/c
  /ext/data/mail/.sieve/c/china
  /ext/data/mail/.sieve/c/china/sieve.spam.bc
  /ext/data/mail/.sieve/c/china/sieve.spam.script
  /ext/data/mail/.sieve/c/china/defaultbc
  /ext/data/mail/user
  /ext/data/mail/user/china
  /ext/data/mail/user/china/cyrus.header
  /ext/data/mail/user/china/cyrus.index
  /ext/data/mail/user/china/cyrus.cache

  $ cat /ext/data/mail/.sieve/c/china/sieve.spam.script
  if header :contains "Subject" "hello" {
    discard;
  }

  $ cat test.msg
  From: barney at yahoo.com
  To: china at thewrittenword.com
  Subject: hello

  test

  $ deliver -r barney at yahoo.com -m user.china -a china < test.msg

Why doesn't the filter throw away the message?
