Newbie sieve problem w/sieveshell

Sadly I don't believe there is one, if what you mean is doing it for all 
users, at once.

But, you can do e.g.
sieveshell --user=someuser --authname=my-admin sieve-server

On a per-user basis to manage sieve state, one user at a time. Is that 
acceptable?
