overquota messages and lmtp 'injecting'

I've used the Perl Net::LMTP module for this.  Somewhere around here, I've 
got a patch to Net::LMTP to let you specify the IGNOREQUOTA flag.  I tried 
to submit it back to the author, but it bounced...  :-/
