You can try some of these settings in your /etc/imapd.conf
createonpost: yes
autocreatequota: 20000
autocreateinboxfolders: Sent | Drafts | Trash | Spam
autosubscribeinboxfolders: Sent | Drafts | Trash | Spam
Not sure about the sieve stuff, but if you use something like squirrelmail
they have a plugin called avelseive which users can use to install default
sieve rules for spam with a couple clicks.
