ACL is not working?

This isn't possible in 2.1, in 2.2 you can do this (see the
implicit_owner_rights option).

The design is based around the fact that people removing access to their
own mailbox is surprisingly common, and it was easier to create a deisgn
that didn't let them do so.

As I said, its been addressed in 2.2.
