Cyrus doesn't perform any indexing when it first opens a reconstructed
mailbox, so I'm not sure what this might be.  Running strace/truss on the
"slow" imapds might be revealing.

It does reconstruct seen state, but if seen state doesn't exist, that
shouldn't take any noticable time at all.
