Problem with quota -f ??

Good Morning...
  As I mentioned earlier on this list that I am testing a convertion to
cyrus v2. Using the extract and copy method..
I created accounts w/quota's
I have moved all mail to new cyrus server.
ran the reconstruct user.????

I just ran quota -f to adjust the quota's
it started going through the a' and after 249 ( out of 26000 )
it started removing other quota files from /var/imap/quota/?

Granted there are were users that didn't have mail, but it removed all
others as well.
