mailbox problems

Well I fixed my previous authentication problems,
however now I'm having trouble with the mailboxes.  I
login cyradm as cyrus and create the mailbox
user.libolt  The problem is it sets the permissions
wrong.

Here's what happens:

localhost> cm user.libolt
localhost> lam user.libolt
anyone lrs

Also it never creates an INBOX for said user, so when
I login with an imap client such as evolution or kmail
I can't access the inbox, instead there's a
user.libolt subfolder.

Any help is appreciated
