reject mail format

Ken, When I setup reject based on suibject it works now, but both in OE and
in mutt show up without subject/sender/receiver. I think something is wrong
with headers, here is an example:
1 extra blank line between messageid and date
2 double X-Sieve header

after I edited message manually, removing the blank line and second
X-sieve, and also moving subject below To: header, mutt started to show
to/from/subject info in listing, but outlook and IMP are still puzzeled.
is it something in sieve or in my setup?
