Cyrus Installaion Problems

Hi,

I have followed the howto at http://www.tldp.org/HOWTO/Cyrus-IMAP.html for 
installing Cyrus on my redhat linux 7.2 box and everything went okay till 
I had to run the following command: 

imtest -m login -p imap localhost 
I get the following error when I issue this command: 
connect: Connection refused
failure: Network initialization

also when I try to run:
cyradm localhost 
I get the following error:
cyradm: cannot connect to server

I do not see any useful stuff in any of the cyrus or sys logs.  I am 
pretty new to all of this and not sure where to start.

I have also tried:
telnet localhost imap
and I get:
Trying 127.0.0.1...
telnet: connect to address 127.0.0.1: Connection refused

Any help would be very appreciated.
