Creating Users

OK, I've been reading through the archives looking for a solution to this
problem for about 1 1/2 hours.  I've seen it several times but none of the fixes
listed are working for me.  So, here goes....

I am running:

I installed the server several months ago with the intention of only having 2
users, myself and my wife.  We are both users of the local machine and have
local accounts created.  We have been using the server successfully since.  I
created the users in cyradm and everything was working lovely.

Now, I want to add a couple of users to Cyrus but not to my local machine.  I do
not want local accounts created for them, just mailboxes and imap accounts. 
When I log onto cyradm as -user cyrus -server localhost, it authenticates just
fine (I guess) and puts me to the prompt.  I enter cm user.username and its
retorts: Permission Denied.

I have checked all of the permission in the cyrus directories /var/imap and
/var/spool/imap.  They are set correctly to cyrus:mail.

I would REALLY appreciate some help.  I'm sorry to post this repetitive question
to the list, I saw several threads that described similar problems.  I did try
to apply those solutions before posting.
