It is in the docs.  DB3 is waiting for a lock or something equally useless,
and spins around doing nothing.

You *really* can't read docs, can you?  Oh well, I tried.  I hope you have
not lost your data.  You're supposed to remove the active file AFTER
you converted everything, and then call dpkg-reconfigure cyrus21-common
to regenerate it.
