gilgamesh: use walltime when submitting jobs

I have changed the queue system to use walltime rather than cput. this
allows parallel jobs to get the full time you requested, rather than the
time you requested divided by the number of nodes used. To submit a job now,
substitute walltime for cput at the command line like this:

qsub -V -joe -l walltime=hours:minutes:seconds,nodes=x jobscript

please try this out and let me know by 11am if you ahve any problems with
it.
