Auth htpasswd - pull request.

Hello,

I have made a pull request on GitHub:
https://github.com/cyrusimap/cyrus-sasl/pull/607
it adds auth method - htpasswd based on Apache2 htpasswd files.

Usage is described in:
https://github.com/Ryszard-Trojnacki/cyrus-sasl/blob/master/doc/htpasswd.md

You can do with it whathere you want. I have write this by accident,
because I wanted to use my already configured authorization based on
htpasswd files with subversion.
It checks out, that subversion cannot work with sasl plain login, which is
required to saslauthd.

Maybe someone will want this auth method.
