Cyrus IMAPd version 3.1.6

The Cyrus team is pleased to announce the immediate availability of a
new version of Cyrus IMAP: 3.1.6
This is a snapshot of the master branch, and should be considered for
testing purposes and bleeding-edge features only. It is available as a
git tag, which can be found here:
