James, I didn't know about this RFC, but I just read it and that's 
exactly what is needed!

imapsieve would effectively solve this.  You can trigger rules to run on specific messages by setting/clearing an imapflag/keyword on that message.  You can run rules on a folder by setting a flag on all messages in the folder.
