Phabricator done?

Hi,

I am having trouble submitting a new Differential on Phabricator. arc
fails with the error message:

    ERR-CONDUIT-CORE: #2006: MySQL server has gone away

during upload. With the error message being quite clear about the root
cause, I unfortunately can't fix this. I am even not sure who is charge
of the Phabricator instance?
