To be frank I don't remember. One base-64 related function changed its 
behavior, that is probably the issue you had above.
You should have a look at the ChangeLog file for more details.

Yes. There was an earlier plan to release something around the end of 
this week, but I think I am going to miss this date. I think April 22nd 
is more likely at this point.

It should probably be called 2.1.25, considering the number of changes 
between 2.1.24rc1 and the trunk.
