ctl_mboxlist with unified mupdate config

That's more or less what I'd like to see happen.  I'd like  
ctl_mboxlist (regardless of the unified setting) to be able to fully  
populate mailboxes.db on a frontend.  I'd rather not have to bring up  
all of cyrus to get a reasonable mailbox list on a machines.
