More special chars in mailbox names

We've been using #define GOODCHARS "
#$%'()*+,-.0123456789:;<=>?@ABCDEFGHIJKLMNOPQRSTUVWXYZ[]^_`abcdefghijklmnopqrstuvwxyz{|}~"
at Berkeley since 2006.  No adverse effects, and the change was needed
as part of the migration from CGPro to Cyrus.
