Modified Files:
	annotate.c global.c global.h mboxlist.c 
Log Message:
- make defaultpartition optional.  if not specified, then new mailboxes
are created on the partition with the most available free space
- added read-only server annotation which returns the total amount of free
space on the server (sum of free space on all partitions)

this is the first step in allowing CREATE of top-level mailboxes to be executed
on a frontend machine
