Arjuna Returning To Service

Hi All,

Arjuna is returning to service. The power outage cleared the queue and all
running jobs were affected. A CPU per user limit will be in place for the
next few days to prevent any single user from overconsuming resources.

Cheers, and hopes for better weather and fewer power outages...
