Use the water.a2w template. Change the opacity of the water to 50% or less and then add a ground to the world. Move the water up slowly. For storm or rain, you can add a billboard with those texture right in front of the camera. Again, change the opacity to 50% or less. Pick an image with clear raindrops and less background items.
