alice-teacher Alice 2.3 and clipboards

Hello

We are using Alice 2.3 on a Windows 7 system.  I have noticed that when I set up the clipboard sizes, when I open an Alice file, the clipboards are sometimes doubled and sometimes they have added different numbers of clipboards.  It never seems to stay at the 5 I entered into the preferences.  Can you tell me why?  I never had this problem in the 2.2 version
