alice-teacher collisions

I have 2 vehicles moving towards each other (veh1 moves to veh2).  There is
a collision function.
How can I add a true/false or something so that when the 2 vehicles come
within .5 meters one takes a different action?
In other words while vehicle1 is movingto vehicle2 -- can it move to
vehicle2 - .5?
