I think two concepts are being conflated:

- blocks with few or no conflicts: keynote address / guest speaker /
   Guests of Honor Speeches (in the sense of a science fiction
   conventions)

- advanced classes

I think that these concepts should be considered independently.

My local group's situation is not at all identical to KWDS: I just
offer it as a rough analogy (and idea for other groups).

My local group has intermediate [1] blocks (partly due to my whining).
Our dance practices are usually the 1-4 Sundays of each month [2].
1st and 3rd: intermediate class from 5-7ish.  2nd and 4th:
intermediate is 5-6, beginner / general 6-8.  People aren't invited or
blocked from intermediate, but are warned that steps may not be
taught, it's intended to learn new stuph and work on difficult stuph
(our usual weekly warmup now is Argeers, and in a year or two we may
actually have it down pat!), and if you don't keep up, well, we're not
necessarily going to slow down.  We haven't had any problems with
attendance.

[1] No-one feels presumptuous enough to call oneself "advanced".

[2] If you're curious, the 5th Sunday is a day off, but that's only
twice a year.  And of course the usual cancellations for major
holidays, the day after a major local event, &c.  None of which anyone
cares about, of course.
