I think the problem is that the Board wanted to explicitly keep the ability
for individual Crowns or Kingdoms to bypass the new rule if they wanted to.
 While I agree with the idea that the wording as a whole is awkward -- and
somewhat unnecessary if you consult Master Liam St. Liam's Blog post about
this, located at
http://liamstliam.blogspot.com/2012/02/remove-four-words.html -- the fact
remains that any Crown can exclude any petitioning combatant and consort
from their Crown Tournament list for any reason they so choose, thus, they
can feel free to disallow same-gender couples for that reason if they so
desire.
