[SCA-AE] Looking for Region 1 (Panhandle WV) Cut and Thrust

I am trying to find out who is authorized to instruct and supervise in 
Region 1 for Cut and Thrust Rapier.

I believe there are several of us here that would like to study and 
authorize C&T, but not sure who is near us that is qualified.
