A very rough version of what happens:
1: The message is sent  to the list address
2: the message is scanned for various "should this get through" attributes
3: If the message is allowed through, then the [SCA-AE] tag is 
   added *IF IT ISN'T THERE* and the list server sends it to all the
   people subscribed and set to receive mail.

On *initial* posts, the Subject header does not have the [SCA-AE] tag
and can be held for moderation on step 2.

When someone replies to a message from the list, the old subject is
preserved, and since it's gone through step 3 already, it has the
[SCA-AE] tag in place.

I have this set up on another list, and no spam has got through since.
With this system, the *only* way for the spam to get posted would for it
to *initially* place [SCA-AE] in the subject and have the mods miss it
on approval process.  I have not yet seen spam that will do that. :)

It amounts to a single action on brand new posts. This work on my part
can be lessened if the sender puts the [SCA-AE] tag in manually on the
first post. This does mean that first posts will be delayed. (you'll get
a bounce saying it's held for moderation, and as Clarice said, you can
at that point cancel the first post and repost with the tag... or wait
till i see it in the moderation queue and pass it on.)


Current plan is to read what other folks have to say, and make a
decision by week's end. It's easy enough to implement/take out for trial
to see how much of a disruption it causes.
