i also feel this could be a good idea in the west and other kingdoms the constables office handles sign in and waiver recording. perhaps this couold work here as well. plus it would give us an extra layer of acountability at sign in.

With this idea (not a bad idea at all) we would need a new data base to keep
track of those who showed up for their one or two 'free events' to know when
to start charging the NMS. They could hit three events across these three
states and only a central data base would be able to track them.
