[SCA-AE] New A&S Policy at Pennsic

I have been asked by at least person far higher on the SCA status scale 
than I to refrain from making posts on this topic that merely echo 
points already made, and will try to do so.
However, some  of the recent posts do raise a serious issue that has not 
as yet been addressed.

It has been suggested by some that those opposed to rule not need to 
worry about it, as there are "work-arounds" and enforcement will be lax 
or non-existent. This seems more than a little hypocritical to me.
My question is this: do we really want to send teen-agers the message 
that instead of speaking out against an insulting tyrannical rule that 
makes no sense whatsoever and has created far more problems (to such an 
extant that I have heard but have no means to confirm that the Pennsic 
mayor has received threatening emails) than it could possibly prevent.

On another issue, it has been suggested by some that the fear of 
litigation is behind this rule. While I am not all an expert in Civil 
Rights law, I can't help but wonder whether someone adversely affected 
by this rule might have a colorable right of action under the Civil 
Rights Act. Perhaps someone with knowledge of the Act could comment on 
this aspect of the rule.
