It can happen.  Especially when people take the time to write polite, well reasoned comments/responses about something.   In this instance, it's not the BOD making this ruling though.

Does anyone know of a case where the Board has reversed a ruling because 
of protests?  Unfortunately I do not.  I'm afraid that if they ruled 
that everyone must wear their underwear on the outside, we'd spend all 
future Pennsics wearing our underwear on the outside.
