Those are not what are "known in the SCA as Youth Activities." In 
this particular case, the relevant people have explicitly said that 
the new rule doesn't apply to youth activities--presumably because 
they are covered by the existing rule. Minors can attend youth 
classes without their parents, but not ordinary classes (except that 
they have now backed down and converted "Legal guardian" to any adult 
acceptable to the parents).
