[SCA-AE] new ruling

As best I can tell, the rule is being implemented because the Society 
Youth Officer thinks it makes it a little more likely that if 
something bad happens at Pennsic and we get sued, the suit will fail. 
The fact that it also makes it a little more likely that something 
bad will happen at Pennsic, since it excludes teens from one of the 
safer environments there, is irrelevant, since the objective has 
nothing to do with the safety of teens.

That, at least, is my reading of the situation.
