[SCA-AE] New A&S Policy at Pennsic

It clearly says "appointed guardian" -- that isn't someone from camp, it's a person with the paperwork stating that, for the purposes of attending Pennsic, he or she is the child's guardian.  Not quite a "legal guardian" but certainly close enough.
