I think you are confusing demand with request. The police can demand to see
your id if you are driving, and can arrest you if you don't produce it.
OTOH, a bouncer or bartender or salesperson selling restricted material
can't arrest you, but can ask to see your id and refuse service if you do
not produce it (in fact may be legally required to do so). A school door
monitor may request id and refuse you entrance if you do not produce it.
