[SCA-AE] New A&S Policy at Pennsic

My only position on this is the position of following the rules.

But I do think that the Pennsic Mayor should probably get out in front of this 
and clearly explain why it is necessary (as he did at the Pennsic Staff Meeting 
at AE-WP).
