[SCA-AE] NMS--wider consideration

Unfortunately, that is the way the corporation is set up.  In addition
to all of the funds, all regalia also is technically owned by the
corporation, not by the individual kingdoms or groups.

But, the point being made had nothing to do with who owns the money - it
had to do with the ability to cover the NMS fee for individuals coming
to events.  It has to come out of individual pockets; it cannot come out
of the group funds.
