[SCA-AE] NMS--wider consideration

No, it has to do with the non-profit status of the SCA.  Group money
cannot be used to the benefit of individuals.  So SCA funds (local group
or whatever) cannot pay the NMS fee for individuals.

Right, because that money already belongs to the Board.  That was the
whole point of making the groups put 'SCA Inc.' on their bank accounts.
The last time the Board got in trouble for bad financial behavior local
groups tried to walk; the only significant outcome of that fiasco was
that the money now *officially* belongs to the Board.
