This is just a thought.  If the board were to be presented with the idea and approve it...

Non-members pay the fee.  They get a receipt.  They decide to join after afew events.  They get to send in the receipts as part of the payment for their national membership.

Put a limit on it of two or three receipts.  It has to have their name on it to go toward their membership (the whole non-transferable thing).  It wouldn't add too much hassle to the troll/tollner's duties.  They get rewarded for joining.
