[SCA-AE] NMS, etc. and royalty comps

I admit that I haven't read all the rules recently, but I seem to recall 
that all royalty are *required* to maintain membership during their 
entire reigns with proof of same being included with the letters of 
intent to fight in Crown Tourney.  Would this not make it redundant for 
attending royalty who've forgotten their blue cards to have to sign 
waivers at a given event?  Isn't the mere fact that they *are* royalty 
enough?
