Was there a discounted rate for infants at the event? If so, the NMS 
does not apply, as far as I know.  Babes in arms at most events are free 
and therefore the NMS should not apply. This is why we offer a dollar 
off for minors, so the NMS doesn't have to apply to them.

There is motivation for getting the baby a blue card - one doesn't have 
to fill out the minor waiver then. (but you know this).
