[SCA-AE] Side question on non-member surcharge

No, there is no mention of such a change. However, Don Clewin, a sudden change such as that can occur, should the Board choose to make it. I sincerely doubt that they would do so, as it would immeditely drive away a significant percentage of our participants, but they theoretically could.
