[SCA-AE] Noratization requirement lifted from Consent to Participate Waiver

In March it was brought to my attention, by a parent, that there was a  
youth waiver that required notarization.
As we had just launched our 16+ age requirement for adult combat and  
adult rapier there was much concern about what was required.

As a result, in March I spent several hours on the phone with:
Sir Omarad (Society Earl Marshal)
Countess Kenna (Society Seneschal)
and Baroness Ardenia (Special Deputy - Youth Officers' Coordinator)
as well as exchanged many, many eMails.

The end result was that I was INSTRUCTED to use the notarized waivers  
for any minor engaging in "combat related" activities.  I even  
clarified, "Does this include Youth Combat Programs" and was told "Yes."

Recently, my Deputy for Youth Combat Jenna MacPherson contacted me.   
She impressed upon me how this requirement was having a negative  
impact on the Youth Combat system.  She also informed me that it seems  
that no other Kingdom is being held to this "standard"

So once again, I contacted Society Seneschal Kenna.  After a bit of  
discussion she informed me that restructuring of the Society waivers  
and forms is one of the current Society level projects being  
undertaken.  She agreed that it was unreasonable to ask our kingdom to  
continue living under this ruleset while turning a blind eye to the  
actions of the other kingdom.  Especially considering the waivers we  
are using are acknowledged as obsolete and due to be overhauled.

Therefore, with the blessing of the Society Seneschal and effective  
immediately,

On the CONSENT TO PARTICIPATE IN AUTHORIZED COMBAT waiver ONLY  
notarization is NO LONGER REQUIRED
        NOTE: "Medical Release" and "Consent to Travel" Waivers (the  
ones needed for a minor to go to an event without a parent) still  
require Notarization.

My special thanks to Jenna for upholding a policy that was thrust upon  
us, yet not yielding in her efforts to fight an obviously inequitable  
and unfair application of said policy.
