The fuel tanker spill was, as Irene said, on the I-290, and is completely cleared up.
You should have no problems going that route.
 
The I-190 North is closing from Friday night to Monday morning between the Peace Bridge/Busti exit and the Ontario Street exit every weekend for at least a month and a half.
