Is this because of that fuel tanker spill?

The directions below for Buffalo and South say to take the I-190 North.
DO NOT DO THIS FROM SOUTH OF THE CITY!!
Instead, take the I-90 East to the I-290 West - this will patch into the
I-190 North ABOVE the closed section.
If you do take the I-190 from south of the city of Buffalo, the DOT says
they will have a detour set up so you will still get where you are going,
just not as easily.  If you get lost, cori's phone number is 716-523-7353.
 
 
Directions- 
>From Buffalo: (ADDED: I-90 east to I-290 West to I-190 North) Take I-190
North** over the Grand Island Bridges (toll road). Exit at Buffalo Ave.,
turn right and follow Buffalo Ave to the church, it will be on the right. 

>From the East: Take I-90 to I-290 to I-190 North. Follow from ** above. 

>From Canada: Take the Lewiston-Queenston Bridge to I-190 South. Exit at
Buffalo Ave and turn left and follow it to the church..
